Storm spotters may be activated by the NWS, 911 dispatch, fire chief or incident commander, and emergency management. Most cases or about 99 % of the time this is activated by the NWS and dispatch will tone out corresponding departments. The storm spotters that are activated are from the volunteer fire departments located in the county.

In Phelps County, the volunteer spotters are dispatched at the discretion of the Emergency Manager no Phelps County VFD's conduct spotting unless requested. Currently for the other 4 counties in the Region 15 area, law enforcement monitors then has volunteer fire deploy if required.
